Some thoughts about secrecy -
It is obvious that tasks concerning security and the secrecy they entail are segmented on the basis of skills and so called need to know.
The citizen does have to place a huge amount of trust in a process that is, of necessity, oblique.
Usually, when the citizen come to think about these things it is with a huge amount of distrust and suspicion - or is that just the circles I have come to know?
If conspirators are being dealt with really the only means are themselves secretive and conspiratorial. This means that a sensible state monitors all manner of 'signals' - messaging traffic.
On the face of it the riots and unrest in Tottenham does seem to have turned up a weakness in traffic monitoring.
But actually, the unpredictability that lead to this outburst is not something that can be monitored in that way. Similarly it is not something that the rioters can reproduce, should they try.
There is a distinction between mayhem and organised conspiracy e.g. to commit a crime, that I hope and expect intelligence is far more on top of monitoring. Details of that I will not explore on this blog.
