In the two web sites, idealgov.com and the associated wiki and ctpr.com there are a lot of good observations.
For instance:-
Government’s IT and business-service suppliers are charging UK government too much. EDS/HP, Cap Gem, IBM, Capita, Microsoft, BT: tell me it isn’t so. Compare for us the margins you make on UK government business compared to governments elsewhere and the private sector.
But – understandably – they want to be paid for solving the £30-40bn problem, or the £300-400bn problem, not less.
The thing about margins is that it isn't just that, it is also volume that is very important. A low net margin, which is typically associated with government work, yields a large profit if the volume is high. This is obvious. But it does indicate how difficult government will find it to extricate themselves, if they have the will, from the big six suppliers.
I have now read the Tory party Tech Manifesto.
I have also read a pre-release summary in the ctpr February Newsletter.
